TPiSA Elects New Chairman to Lead Industry Forward Amid Growing Membership

The Taiwan Photovoltaic Industry Sustainable Development Association (TPiSA) held its 4th General Assembly of the 1st term on April 30, electing a new board and appointing Mr. Shen Shang-Hung, Chairman of TAYA Group, as the second Chairman of TPiSA. He succeeds founding Chairman Mr. Tsai Chia-Chin, Chairman of Perfect Welding, who was named Honorary Chairman in recognition of his service.
Founded in 2022 by 23 major solar developers—known as the "100MW Club"—TPiSA has expanded to 73 member companies within just three years. As Taiwan’s youngest national solar association, it plays a key role in bridging the industry and government, actively offering policy advice and facilitating dialogue with environmental groups and the public.
The General Assembly, held at the Grand Hotel Taipei, was attended by Deputy Minister of Economic Affairs Ho Chin-Tsang, Acting Director-General of the Bureau of Energy Lee Chun-Li, Taipower President Wang Yao-Ting, and representatives from ITRI. Leaders from the Taiwan Photovoltaic System Association (TPSA), including Chairman Liao Chen-Sung and Vice Chairman Lin Hsin-Pao, also joined to express their support.
During his speech, Lee Chun-Li recognized the industry’s achievements despite land constraints, and stated that the government will encourage overseas expansion. He highlighted the opportunity for solar companies to support Taiwanese firms relocating production abroad due to high U.S. tariffs by supplying local green energy.
TPSA Chairman Liao expressed optimism for the sector, citing strong demand from semiconductor and RE100 companies. He noted that green electricity transfers reached 3 billion kWh last year, generating NT$15 billion in value, and encouraged the industry to continue its positive public outreach.
Outgoing Chairman Tsai described his transition as a "graduation," and announced plans to attend The smarter E Europe expo in Germany this May. He praised Shen’s leadership in the solar and cable sectors, expressing confidence in the association’s future direction.
Chairman Shen acknowledged the foundation laid by Tsai and committed to expanding the association’s scope to include both solar and energy storage, in line with TPiSA’s bylaws. He referenced Taipower’s recent solar-plus-storage tenders as an opportunity for the industry to collaborate and innovate.
