NDC’s Three-Pronged Strategy to Support Corporate Participation in 2030 Carbon Reduction Goals

Deputy Minister Kung Hsien-kuei of the National Development Council stated on the 23rd at the "2025 Sustainable Taiwan Forum" that the Presidential Office has proposed a 2030 Comprehensive Carbon Reduction Action Plan, with a projected government budget of NT$1 trillion. For enterprises and manufacturers, the government will assist from three aspects: encouraging businesses to reduce carbon emissions; promoting carbon reduction in manufacturing processes; and strengthening the application of circular economy practices, enabling Taiwanese companies to leverage government support and corporate resilience in pursuing the next stage of green growth.

Kung noted that a major issue that cannot be avoided in any international setting today is the “New Trump Policy.” In terms of net-zero and sustainability policies, the Trump administration has decided to withdraw from the Paris Climate Agreement, terminate the Inflation Reduction Act, reduce net-zero energy spending, and relax restrictions on fossil fuel extraction.

“Many may worry whether the global trend toward sustainable development will reverse as a result,” she said. So far, no other country has clearly indicated an intention to change its direction on the net-zero transition, showing that climate change has become a direct threat to human survival and that ESG has become a core value of major corporations worldwide.

Kung emphasized that the NDC supports business participation in carbon reduction from three major directions. The Council will promote digital transformation through technological empowerment. On the financial front, she stated that the Financial Supervisory Commission’s “Green Finance 3.0” has now entered the phase of “transition finance.” As long as enterprises improve energy efficiency or engage in circular economy practices, the government will use policy tools — such as the national credit guarantee system — to encourage financial institutions to allocate more investment resources, which is expected to drive NT$5 trillion in investment by 2030.

Regarding talent development, she mentioned that multiple pathways will be adopted. The National Institute of Environmental Research has collaborated with 18 universities to establish a Green Talent Development Alliance and enhance relevant courses.
