Electricity Rates Kept Stable by MOEA

The Ministry of Economic Affairs (MOEA) convened the Electricity Tariff Review Committee today (28th) for a two-hour discussion, ultimately announcing that electricity rates will remain unchanged from April 2024. This decision was made in light of fluctuations in tariff policies and geopolitical risks, which may contribute to global economic and price instability. The committee carefully considered the impact of electricity prices on inflation and concluded that rates should not be adjusted at this time. Instead, the MOEA will actively seek legislative support for additional budget allocations to Taiwan Power Company (Taipower) to strengthen its financial standing.

According to the MOEA, international fuel prices have experienced significant volatility from 2022 to 2024, prompting many countries to raise electricity rates sharply, leading to increased consumer prices. For instance, cumulative electricity price hikes in France for residential and industrial users have reached 47% and 65%, respectively, while South Korea has increased rates by 49% and 106%. To protect livelihoods, stabilize prices, and maintain industrial competitiveness, Taiwan has adopted a gradual electricity pricing strategy, with Taipower absorbing part of the international fuel cost surge. As a result, Taipower's accumulated losses amounted to NT$422.9 billion by the end of 2024. The committee has recommended that the MOEA secure legislative approval for budget subsidies to support Taipower’s financial health and ensure sustainable operations.

The MOEA also highlighted ongoing global tariff measures and trade negotiations, which introduce further economic uncertainties requiring continuous monitoring. After thorough discussions, the Electricity Tariff Review Committee confirmed that electricity rates will remain unchanged. Given the financial pressures that Taipower has borne in stabilizing prices and maintaining economic competitiveness during the COVID-19 pandemic and the Russia-Ukraine war, the MOEA will continue working to secure government support and financial relief for Taipower.

For full transparency, the MOEA will publish all meeting records, discussion materials, and Taipower’s cost data online within two weeks following today's meeting. Starting April 11, the public will be able to access these details through the MOEA and Bureau of Energy websites via the "Electricity Tariff and Rate Information Disclosure Section."
